Between September 14th approx. 4.30 pm PT and September 16th, 8.30 am PT our engineers identified an issue where plan change (upgrade/downgrade) failures occurred for a subset of GCP partner accounts. In addition, activate/deactivate and create requests were also impacted. A fix has been implemented and the system is now functioning as expected. Users can now retry account upgrades/downgrades. Our apologies for any inconvenience this may have caused.
